Chew Stoke Community Solar Farm

Description: BWCE propose to develop a Solar farm on a parcel of private farm land with Chew Stoke Parish council. Early stage investigation and scoping looked at high level grid capacity, planning considerations and viability of a community model. Chew Stoke Parish Council have signed an Exclusivity agreement with BWCE until December 2021 to develop the site and enter into a lease prior to construction. BWCE held community engagement events, and would make available community benefit funds for local projects via an application process. The DNO identified 1MW of capacity, giving the potential for a 1.3MW array connected to an 11kV line. A survey with 71 responses showing overwhelming support for this type of technology and for the community ownership model. A Construction build cost of approx £510/kWp is believed to be achievable using a new PEG mounting system which is lower profile and uses less land and steel in its construction.

Elm Park Farm Community Solar Farm

Description: BWCE and Zero Carbon Compton (ZCC) propose to develop a Solar farm on a parcel of private farm land. Early stage investigation and scoping was funded by ZCC and looked at high level grid capacity, planning considerations and viability of a community model. ZCC held community engagement events and consulted the nearby village, Burnett. ZCC and BWCE have signed a cooperation agreement for BWCE to develop, own and manage the 2 PV farm projects in Compton Dando and make available community benefit funds for local projects via an application process. The DNO identified 1MW of capacity, giving the potential for a 1.3MW array connected to an 11kV line. A survey showed 92% of local people would support a community project that offered benefits to them, eg providing sufficient power to match the annual demand from approx 370 houses in the Parish and to promote decarbonisation. As part of the Local Plan consultation, local planners requested potential renewable energy sites to come forward (BWCE have a Cooperation Agreement with B&NES). The consultation received 101 responses with 88% in favour of renewables and 92% in favour of community ownership, 85% of Burnett residents supportive of a community energy project. A Construction build cost of approx £510/kWp is believed to be achievable using a new PEG mounting system which is lower profile and uses less land and steel in its construction.

Saltford Community Solar

Description: BWCE intend to develop community funded Solar PV and battery storage at Saltford Sewage Tratement Works, owned by Wessex Water (WW), to supply on-site electricity demand and export the balance where necessary. The site has land and roofs available with two metered supplies on-site. The feasibility study will seek to test the viability of, and to optimise the value generated from, the solar system scaled
– to match summer baseload with no battery
– to maximise on site usage with an appropriately sized battery
– to match available site capacity and export via a corporate PPA with Wessex water to use spill elsewhere on their estate, with and without battery storage
– to provide a flexible grid connection that trades grid access in light of on site demand
This could result in a solar system ranging in scale from 200kW to 300kW. Other local organisations such as Bath University and Bath & North East Somerset Council have also expressed interest in establishing corporate PPAs. Bristol Energy have expressed support in providing a sleeved power purchase agreement to deliver this.
The WW is a major utility provider, they have required BWCE to sign a strict non-disclosure agreement and wish to develop a detailed community consultation plan before initiating the project. The WW is in discussion with BWCE over a number of sites within BWCE coverage area.
The aim of the study is to test the technical, regulatory and financial feasibility of community owned solar PV on this site and will include both key stakeholder and wider community consultation.

Marshfield Renewable Energy Feasibility Study

Description: The project will investigate the Feasibility of a 5MW Solar PV development in the village of Marshfield. Two potential locations will be assessed as part of this study, as agreed in conversations with the South West Energy Hub (SWEH) and South Gloucestershire Council (SGC). SGC is carrying out a separate investigation into the feasibility of their site for wind development, with support from SWNZH. It is our intention that the Council’s feasibility work and the current project will be carried out in parallel with a view to share the findings of both studies to determine the optimal technological solution at a preferred site. SGC is therefore listed as a partner in Section 2.11 of this application. It will only be clear which fields will offer the best opportunity overall for the project, after both environmental impact and mitigation, and grid connection costs, have been explored in the study. For this reason, it is proposed that both locations be included in the scope of the study.

Hero for Zero (Community EV minibus)

Description: The primary aim of the Hero for Zero project is the long-term sustainability of the rural communities in the west of the Isle of Wight. Our project is to generate zero emissions electricity for the communities we serve. We will use this to power our fleet of electric minibuses which provides vital local transport in west Wight. Using site data for sun and wind, research we have carried out suggests that the optimum way forward is a hybrid solar PV/wind installation at our depot with sufficient capacity to recharge two of our buses overnight and further buses and/or other vehicles during the day
This project has support from the Isle of Wight Council, our parish councils and, from survey data, our residents. Our depot landlord is also supportive. Our local businesses and public amenities will also benefit from increased footfall. The reduced harmful emissions in an environmentally sensitive area plus reduced car traffic on our inadequate roads will benefit everyone living in and visiting west Wight.
In Stage 1 of this project, we seek independent consultancy help to evaluate and detail our project plan and formulate the business and environmental case for progression to further stages.

Hydrogen future for Isle of Wight

Description: This project will assess the most appropriate and cost effective hydrogen production techniques that can be powered by the 4MW solar PV array owned by Wight Community Energy (WCE). Having identified the preferred production technology, the project will also investigate:

o Potential for use on the rail network, commercial vehicles, fishing fleet and pleasure yachts.

The project will assess the economic viability of hydrogen in these Island markets and develop potential business models to serve them. Description: WREN’s Energy Equality Foundations project aims to increase the amount of community owned renewable energy in the rural community of Wadebridge and the surrounding area through re-visiting the viability of 2 potential solar farm sites (1-2MW) plus a selection of new rooftop solar project on local community buildings and business premises (~100kW).
The plan is for these potential aggregated solar assets to be built out under a 50/50 community ownership/ finance model, delivering additional economic and social value through the development of a community owned P2P trading platform, enabling the sale of generated electricity to local consumers. The platform aims to provide existing local renewable energy generators (domestic, commercial and large-scale) with a marketplace to sell surplus renewable electricity. The platform will use a flexible tariff structure incentivising prosumers and offering reduced prices to more vulnerable members of the community.
This project will further develop WREN’s work in reducing local reliance on fossil fuels, increasing public awareness of energy issues, supporting members of the community in fuel poverty and stimulating the local economy.

Description: Plymouth Energy Community (PEC) will work with Devon Energy Collective (DEC) to form a strategic partnership with South West Water (SWW) that will enable development of community owned renewables at a range of SWW sites across the area.
The project will assess the feasibility of developing community owned solar with private wire across three SWW sites. The project will deliver significant benefits to the local community and carbon reductions to SWW who will act as the energy offtaker.
The project is divided into two phases to ensure key hurdles are overcome and grant money is well spent. The first phase will focus on the grid connection viability, providing analysis of the optimum connection opportunities for both private wire and export following engagement with the DNO. Phase two of the project will provide technical analysis of the site, business modelling, legal scoping and investigation into planning considerations. This will feed into required planning applications with a clear business case developed by the end of RCEF stage 1.
PEC and DEC are leading this development work on behalf of the network of established smaller community energy groups across Devon.

Description: The project is based in Bridport, Dorset and builds on a current initiative launched by Dorset Community Energy in January 2020 to directly supply 50-60 local households with locally generated renewable electricity through the grid working with consultants Energy Local CIC and energy supply company Octopus Energy. Energy Local Bridport will be the first local electricity trading project in England and is anticipated to be fully operational by May 2020, supplying households with wind energy at 9.5p/kWh from a local farmer-owned 50kW wind turbine. The selling price has been agreed to benefit both the wind turbine owner and participating households.
The project has been heavily oversubscribed with currently 40 householders on a waiting list for additional renewable electricity generation to be added. Dorset Community Energy would like to apply for RCEF feasibility support for adding two 200kW community-financed ground-mounted solar PV arrays to supply additional local households and small businesses with renewable electricity @9.5p/kWh. The installation phase of the project would be funded through a Dorset Community Energy share offer. DCE currently have a waiting list of people interested in investing in Dorset Community Energy, representing over £100,000 of shares.

Description: The Parish Council in Wedmore have declared a climate emergency and as part of that Green Wedmore has been instrumental in assisting in the installation of a number of roof top PV projects across community sites in the village (including a Tesla battery at the village hall) and was instrumental in the creation of Wedmore Community Power Co-Op, establishing a 1MW community owned non-profit solar park in 2013. To date some £35,000 has been donated to local good causes from the solar park. We have also just completed our first affordable housing retrofit, working with SHAL housing to upgrade one of their properties. As part of our Zero Carbon Wedmore initiative this new project is both renewable energy generating and energy saving. The plan is to create build a 3 MW wind turbine and 100kw battery set-up (capacity subject to feasibility). A key part of the business plan is that all surplus funds will be put towards energy saving initiatives in the parish, starting with the retrofit of all affordable housing with insulation, renewable energy and efficient heating systems. The project will be funded through a community share and bond offer. The village is Wedmore in Somerset (population 3,300). The postcode of the potential sites is BS28 4AR. The Parish Council have agreed to be a party to the application showing their support and ability to move forward in a climate emergency

Bishops Lydeard power for community transport

Description: This is an innovative project to generate develop a regional renewable powered train line using battery storage in the rural area of Bishops Lydeard. It requires careful planning to ensure that power is available at specific times and in specific quantities; it requires careful evaluation of the LV substation capacity and has additional considerations for installation around a working railway, such as the risks of driver distraction and hazards to passengers. The level of risk combined with the demands of funding the rail development itself place it beyond the resources of Brendon Energy, and beyond the skills set and core business of GO-OP. Areas to be investigated:
Geographic assessment of the land to establish the solar and wind resource;
Risk assessment;
Technology assessment of the generating plant and battery;
Evaluation of interconnection options;
Evaluation of the feasibility and viability, including opportunities to use electricity locally for transportation;

Description: SCCLT wishes to explore opportunities for a community energy scheme at a housing and social enterprise scheme, in Wiveliscombe, Somerset, using solar PV and a heat network – to make the development better than carbon neutral, and provide income for wider community benefit.
Direct community benefits are heat and electricity for 20-24 affordable homes for local people in housing need and 2-3 community/social enterprise buildings; plus, income from selling energy to fund local projects, determined by the local community.
To maximise the community benefit from a 100Kw-peak PV and battery storage installation, the study will determine the optimal microgrid/local energy/demand management/export-to-network configuration, (as part of overall integrated system with heat network).
Similarly, for the thermal energy (20-70KWth), we will assess the viability and financial benefits of GSHP/ASHP, alongside the PV to optimise the overall scheme benefits.
The study will establish a single clear recommendation for a technically and financially viable integrated system that optimises carbon saving and community benefit.
A new locally controlled Community Benefit Society, formed prior to construction, will manage the scheme and administer the benefits. The Study enables the development of a replicable model for small scale developments common to community land trusts.

Energy for community buildings

Description: Oaksey is an ancient Village in the North of Wiltshire. Much of the Village lies in a Conservation Area. The Village successfully completed its Neighbourhood Plan in March 2019. There is no gas supply in the area. The Village web site oakseyvillage.org has a link to this Plan and also to further information on all local groups and activities.
The three major public community buildings -the Church, Village Hall and School- utilise either oil or electricity for heating and are very inefficient and ineffective at providing a sustainable heating system for buildings which are used throughout the year. The internal fabric of the Grade 1 listed 800 year old Church particularly requires more consistent heating to maintain its Nationally famous wall paintings. Each building’s heating system is very expensive and unsustainable in the long term because the Community seeks to increase the use of these buildings but income will remain static.
This project is designed to provide reasonable background space heating which can be increased at times of building occupation. The Village is fortunate to have a large playing field adjacent to the three buildings which the community owns. This provides a major opportunity for the siting of a GSHP.
The project is very much community focused and will help maintain the viability of the buildings in the future. Current energy costs are not sustainable and the heating standards provided fall well below those expected for important public utilities such as these.

Description: Across Wiltshire, councils have already declared a climate emergency and aim to be carbon neutral by 2030.
Calne is a Town Parish Council in a rural area comprising close to 18,000 people. SUSTAINABLE CALNE was formed in summer 2019 in response to the council asking for community help towards Calne becoming carbon neutral. The group comprises local residents, community group members and town councillors with the combined intent of tackling climate change by positive action in the Calne community area, including Bremhill, Calne Without, Compton Bassett, Cherhill, Heddington & Hilmarton.
The group is currently active in numerous areas including afforestation initiatives, creating decarbonisation links with local schools, air quality monitoring as well as initiating plans for community energy projects. Sustainable Calne is also leveraging the considerable knowledge and experience from similar community groups across the county.
The community energy initiative is seen as a key opportunity to improve the penetration of renewable energy within the area as well as a way of creating links with schools and the wider community and creating funding for reinvestment in other community led initiatives.

Description: To enable local schools to become independent of fossil fuel heating systems and source their heating and hot water provision from renewable energy technologies instead.
The renewable heating for schools project concept arose logically from the successful outcome of the solar for schools project. Five of NCE’s proposed schools have been part of the solar project. The sixth school has been nominated by Salisbury Diocese Schools Estates Manager as its oil heating system requires an overhaul and the school is surrounded by land owned by the Diocese, which would allow a ground loop collector for a ground source system, which should be more cost-effective than borehole.
The feasibility study has not officially begun but NCE has identified contractors with the appropriate experience and accreditations. NCE has also demonstrated that it can navigate the rigorous logistical and legal processes required by schools and sensitively manage the numerous stakeholders.

WWCE Petersfinger Farm Solar

Description: WWCE has identified a potential site for an additional solar farm. (It currently operates five sites with a combined capacity of 6 MW). WWCE has held discussions with:
Wessex Water who support the idea of entering into a private wire arrangement to consume a substantial proportion of the energy generated by such a solar farm.
The current landowner has expressed a desire to gift land on which the solar farm would be located to Wiltshire Wildlife Trust.
WWT who plans to enhance the site ecologically and is keen for its sister organisation, WWCE, to build a solar farm on part of this land.
WWCE’s application for RCEF funding includes letters from the landowner, WWT and Wessex Water indicating their support for the project.
Provisional estimates suggest that a 2 MW solar array, costing around £1.3 million to construct and funded through a community-based share or bond issue would be viable. It therefore wants to investigate this opportunity further using RCEF Stage 1 funding.

Bradford on Avon EV Network

Description: BWCE intend to design and build a community funded Electric Vehicle network and power it with solar energy. The charging network will service private electric vehicle users in Bradford Upon Avon, Somer Valley and Chew Valley. Bradford on Avon is the pilot hub for the project to model the rest of the network.
Solar PV and Battery will provide flexible capacity to power the electric vehicle charge points, see appendix item which shows the potential role in generating electric vehicles power and how the two technologies work together. Initial investigations identified 271kWp of Solar capacity.
The aim of the study is to test the viability of potential charging locations to optimise the design of electric vehicle charging, solar and battery infrastructure, including negotiations with site owners around electricity price, accessibility for charging infrastructure, grid connection and planning, lease of land, market research and potential utilisation rates and the financial viability of the model as a community enterprise.
BWCE have consulted a number of major property owners including B&NES Council, Curo, Bath University and Bath and Wells Diocese, Wiltshire Council and Bradford on Avon Town Council. We have also consulted with local community groups in the rural areas of Chew Valley, Marshfield, Box, Corston, Saltford, Bradford on Avon, Timsbury, Radstock, Compton Dando and Batheaston regarding zero carbon transport supporting their residents.
The new energy, electric vehicle chargepoint assets would be funded, owned and operated by BWCE and energy provided to car users for powering vehicles as well as providing flexible capacity to the grid.
